From Chips to Intelligence: Launching the Greater Bay Area Ecosystem Innovation Center

On November 25, Guangdian Wuzhou, MetaX, and Huayan Group signed a strategic cooperation agreement in Guangzhou to jointly establish the Greater Bay Area Ecosystem Innovation Center. Focusing on computing ecosystem development, technological innovation, industry applications, talent development, and community collaboration, the center will promote the integration of domestic computing technologies into healthcare, transportation, finance, education, and research. It aims to accelerate large-scale AI adoption and foster a secure, open, and collaborative intelligent computing ecosystem across the Greater Bay Area, supporting high-quality growth in the digital economy.

On November 25, the signing ceremony for the Greater Bay Area Ecosystem Innovation Center was successfully held at Guangzhou Digital Technology Group. Guangzhou Guangdian Wuzhou Technology Co., Ltd. (“Guangdian Wuzhou”), MetaX Integrated Circuits (Shanghai) Co., Ltd. (“MetaX”), and Shanghai Huayan Enterprise Development Group Co., Ltd. (“Huayan Group”) officially signed a strategic cooperation agreement. Building on their respective strengths across China’s domestic computing industry value chain, the three parties will jointly establish the Greater Bay Area Ecosystem Innovation Center to accelerate the large-scale adoption of domestic computing technologies, strengthen the intelligent computing ecosystem across the Guangdong-Hong Kong-Macao Greater Bay Area, and support high-quality growth in the digital economy.

At the signing ceremony, Dr. Yang Feng, Chief AI Technology Expert at Guangdian Wuzhou; Sun Guoliang, Vice President of MetaX; and Zhong Yaowu, General Manager of Huayan Group, signed the agreement on behalf of their respective organizations. Li Yedong, General Manager of Guangzhou GRG; Liao Haiying, Chairman of Guangdian Wuzhou; Chen Weiliang, Chairman of MetaX; and Yu Jingchao, Executive Director of Huayan Group, witnessed the signing. Also attending were Xia Jian, Deputy Party Secretary and General Manager of Guangzhou Digital Technology Group; Deng Jiaqing, Assistant General Manager and Head of Technology Management; Yu Shaodong, Head of Human Resources (Organization Department) of Guangzhou Digital Technology Group and Chairman of its Digital Talent Company; Ge Hailong, Deputy General Manager of Guangzhou Data Group; and other representatives.

The Guangdong-Hong Kong-Macao Greater Bay Area is accelerating its development into a global hub for digital economy and artificial intelligence innovation. The Guangdong Province Implementation Plan for the National Digital Economy Innovation and Development Pilot Zone (2025–2027) sets out a target of exceeding RMB 440 billion in the core AI industry and reaching more than 60 EFLOPS in computing capacity across the Greater Bay Area by 2027. Achieving these goals will require an intelligent computing ecosystem that is independently controllable, well-coordinated, and highly efficient.

Against this backdrop, the Greater Bay Area Ecosystem Innovation Center will focus on five key areas: computing ecosystem integration, technological innovation, industry application deployment, talent development, and community building and resource sharing. Guided by the principles of brand enablement and value co-creation, it will serve as an innovation hub for intelligent computing technologies in the Greater Bay Area. By connecting the entire value chain—from chips and complete systems to applications and talent—the center aims to become a key platform for bringing intelligent computing to industries across the board, as well as a “laboratory” and “testbed” for industry applications.

Once established, the center will prioritize the deeper integration of domestic computing technologies into critical sectors such as healthcare, transportation, finance, education, and scientific research, accelerating the large-scale deployment of AI applications. It will continue to advance collaborative innovation through technology integration, application-driven development, and ecosystem co-creation, helping domestic computing evolve from being “usable” to being easy to use, effective in practice, and scalable. These efforts will support a secure, open, collaborative, and sustainable intelligent computing ecosystem across the Greater Bay Area and contribute to high-quality development of the digital economy.

Looking ahead, the three parties will continue to deepen their collaboration, leveraging technology integration, application-driven development, and ecosystem co-creation to move domestic computing beyond basic usability toward greater effectiveness, accessibility, and scale. Together, they will accelerate the development of a secure, open, collaborative, and sustainable intelligent computing ecosystem across the Greater Bay Area, supporting the digital economy’s high-quality growth.
